DONALD JOHN TRUMP, PRESIDENT OF THE UNITED STATES OF AMERICA
WHEREAS: In the United States, a WhistleBlower Complaint is a proper and formal Action used when a member or members of the Public recognize civic, legal, national, constitutional or other harms or threats to the Public, their Liberties and/or the Constitution as a result of any duly elected or appointed member, body, committee, or branch of the government in service to said Public:
a) failing to carry out their duties, roles, and responsibilities to that Public, and/or
b) committing crimes, high crimes, corruption, and wrongful or unauthorized acts, and/or
c) imposing actions that harm that Public without valid, transparent, verified, and adjudicated evidence of or justification for the greater good of such Publics,
where Public shall mean any or all “People” in the United States as set forth in the Constitution of the United States.
WHEREAS: Since January 20, 2025, The Executive Branch of the United States and President Donald J Trump in particular have demonstrated flagrant and open corruption and disregard for the rule of law, the Constitution, the courts, the House, the Senate, due process, the truth supported by independently verified facts, rights of all People and further committing flagrant crimes, high crimes, corruption and wrongdoing in full and brazen Public view and in the Public Square.
WHEREAS: During this period the House and Senate have chosen to remain largely silent and unwilling to serve their vital, elected and Constitutional role and responsibility as one of three equal US Government Branches to serve the Public as a guardrail to check, correct and hold accountable the flagrant crimes, high crimes, corruption and wrongdoing of the President and the Executive Branch. Unchecked, these failures are irreversibly shifting our Democratic Republic toward autocracy, oligarchy, and kleptocracy; thus, the consequences to US Citizens and the Public are dire.
WHEREAS: The Framers of the Constitution and its institutions pledged to the People of the United States in perpetuity its foundational governmental design to withstand and hold accountable any and every instance of one branch of the US Government assuming power or authority beyond its boundaries, violating laws and norms, or operating in miscarriage of government policy; providing for the other Branches to respond, check, prosecute and hold accountable such bad actions and bad actors.
THEREFORE: We the People's WhistleBlowers by our signatures to this Complaint now demand that the House and Senate immediately take up the powers vested in their respective branches of US Government and their designated committees including the power of investigations, discovery, passing legislation, citing and condemning wrong doing by its own members, citing and condemning wrongdoing by both the Executive and Judicial Branches of US Government, for any and all crimes, high crimes, corruption and wrongdoing, including graft; self-dealing; self-enrichment; dereliction of duty; conspiracy to defraud; sowing lies and mistruths; defying and ransoming freedom of speech; lack of a) transparency, b) evidence, c) citation, and/or d) basis of fact to support unvetted, yet consequential actions; and deference for laws, norms and procedures in the governance of the United States.
NOW, THEREFORE: The People herein, hereby register this formal complaint for the following egregious and impeachable wrongdoings:
COMPLAINTS AGAINST: Donald John Trump, President of the United States of America and the Executive Branch, requiring full and fair investigation, discovery, and ongoing oversight, with unfettered Public transparency by appropriate members of Congress, Committees of Congress and the Judicial branches of the Government including the Supreme Court, where in each investigative instance to demonstrate to the Public the absence of loyalty or fealty to the President, the Executive Branch, or any political party, demonstrating loyalty only to the said Public and the Constitution, such Constitution which frames no political parties in its construct. By example, to adjudicate before a panel of credentialed Constitutional and American history scholars, and retired judges originally appointed in equal numbers of both major parties.

SECTION 1: Corruption / High Crimes:
A. Obstruction of Justice and Abuse of Executive Power: Including denial of due process, unlawful deportations, defiance of court orders, and misuse of the Department of Justice.
B. Abuse of Trade Powers and International Aggression: Including imposing economically damaging tariffs and engaging in military invasion against sovereign nations.
C. Violation of First Amendment Rights: Through retaliatory actions against critics, media, universities, peaceful protesters, attorneys, others exercising constitutionally protected speech.
D. Bribery and Corruption: Involving dismissing criminal cases, pardoning political allies convicted by juries of their peers, soliciting foreign emoluments, and extortionate settlements for personal and political gain.
E. Corruption and Tyrannical Overreach: Seeking to consolidate unchecked power, erode civil liberties, and defy constitutional limits on presidential authority.
F. Corruption, Obstruction and Abuse of Power:
1. Implementing the Project 2025 to utilize the tools, mechanics and democratic features of the US Constitutional Democracy to transform said Constitutional Democracy into a soft or full autocracy.
2. Judicial Contempt: Deportation of over 300 People to CECOT, a Salvadorian prison in defiance of court orders thus ignoring the deportee’s rights of due process under the Constitution, without evidence of their crimes filed in a proper court or jurisdiction.
3. Repeated actions and efforts to threaten and harass the Free Press in blatant violation of the First Amendment.
4. Obstruction of Congress: Implementing arbitrary and excessive Tariff Policy without consulting Congress or obtaining its legislative approval.
5. Obstruction of Congress: Implementing haphazard, irresponsible, and incoherent reductions of US Government Agencies, without transparency, independent oversight, evidence, justification of the Public interest, coherent plans, at unnecessary taxpayer expense, and without consulting Congress or obtaining its legislative approval.
6. Obstruction of Congress and International Wars Act: Intervention and capture of the Venezuelan President without consultation or warning to Congress, oversight, vetting, or foresight of consequences, nor a coherent plan for the aftermath, including reinforcing democracy, while corruptly robbing Venezuela of its oil and other natural resources.
7. Unilaterally pivoting away from ethics and diplomacy to support democracy and peace around the world to that of 1) mercenary military protection for a price, and 2) forceful acquisition or threats of acquisition of natural resources in countries and territories including: Ukrainian minerals, Gazan real estate; Venezuelan oil deposits, Greenland’s natural resources and coastal gateways, and the Panama canal.
8. Usurping Congress’s “purse” and approval of expenditures as a weapon against universities, nations, organizations, states, public schools, government civil servants, divisions, and departments.
9. Engaging in overt and indisputable self-dealing, graft, and self-enrichment benefiting Trump, his businesses and family, wealthy individuals, political donors, and political appointments.
G. Terminating the Office of Special Counsel, 17 inspectors general, and the director of the Office of Government Ethics, among other independent career civil servants providing oversight and appointed to root out abuses of power, waste, and mismanagement, and replacing them with loyalists, thus removing neutrality and oversight in favor of fealty, partisanship, mismanagement, and corruption.
H. Creation of an unlawful office: Establishing the Department of Government Efficiency (“DOGE”) and unlawfully empowering Elon Musk and cohorts to unilaterally violate the Constitution and breach the People’s confidentiality and records, without congressional oversight, transparency, and ignoring established structures and procedures.
I. Dereliction of Duty as Commander in Chief of the U.S. Armed Forces:
1. Using the U.S. military to enrich domestic allies, oligarchs, and kleptocrats.
2. Using the US Military without Congressional oversight, and in opposition to local authorities, to police US cities and infringe on the roles and responsibilities of local and state law enforcement.
J. Voluminous violations of the Hatch ACT by openly engaging in political speech, rallies, and fundraising while performing official presidential duties and as an unauthorized tax burden.
K. Numerous violations of the Foreign Emoluments Clause and Domestic Emoluments Clause of the United States Constitution, by maintaining a family network of business entanglements both domestic and foreign, and by peddling access and influence to executive policy and action.
L. Corruption by unauthorized use and misuse of taxpayer funds, and unauthorized increased burden on taxpayers for personal and political gain and non-approved purposes.
1. By unilaterally implementing haphazard, unvetted and unauthorized tariff policy representing double taxation with outsized negative impact on middle, lower middle and threshold income Americans.
2. Through the elimination of government oversight, termination of the government workforce, and brain trust.
3. As a result of the costs of the extraordinary and historic number of litigations of unfavorable decisions or defending litigation by state governments for violations of states’ rights and unlawfully withholding committed federal funding and programs.
4. As a result of retaliatory and frivolous legal actions against the free press, legal firms, individuals, government non-partisan officials, members of law enforcement, and federal and state agencies who have properly and professionally prosecuted or served to check and investigate criminal and corrupt conduct by Trump.
5. By grossly, erroneously, and without evidence exaggerating the incidence of criminal immigrant behavior compared to the general U.S. citizen population.
6. By dramatically increasing Department of Homeland Security spending intended for monitoring and protecting citizens from foreign and domestic threats, for purposes of arresting immigrants without serious criminal records, using arbitrary quotas without evidence or due process, and allowing U.S. citizens and legal immigrants to be held in immigration detention illegally.
7. By redirecting federal funds allocated to the Department of Homeland Security intended for monitoring and protecting citizens from foreign and domestic threats, and using government agents shielded from transparency and accountability who also harass, harm, and murder U.S. citizens exercising their 1st Amendment right to protest.
8. By targeting cities and states for political gain using ICE, military intervention, withholding committed program and project funding, and disrupting federal programs and support.
9. By providing subsidies to the agriculture industry, to mitigate financial damage due to unvetted and congressionally unapproved tariff policy. The subsidies are mainly benefiting large industrial agriculture companies.
10. To refurbish and upgrade an airplane unlawfully received as a gift from a foreign entity.
11. To selectively deploy US Armed Forces, budgeted for the protection of democracy and US interests abroad, to occupy cities and states without the request and in opposition to local and state authorities.
SECTION 2: CRIMES.
A. Donald Trump has been found guilty by a jury of his peers on thirty-four felony counts.
B. Donald J Trump has been found guilty of sexual assault in the Jean Carrol Rape Case and engaged in defamation of Carroll.
C. Unadjudicated crimes the president has engaged in:
1. Inciting the January 6 insurrection against the US Capitol in his attempt to disrupt the peaceful transfer of presidential power.
2. Soliciting and accepting $10 million from sources in Egypt in 2015 at a critical juncture in that presidential race in defiance of US election laws prohibiting support from foreign entities.
3. Extremely likely to have encouraged and negotiated support from and collusion with Russia in his quest to win the 2016 Presidential election, as revealed in the 2018 Mueller Investigation.
4. Illegally removed over 100 cases of sensitive and highly secret documents after his first term from the White House and repeatedly refused to return them.
5. Maintaining undisclosed, unreported communications and relationships with Vladimir Putin while out of office and in possession of classified and highly classified US documents.
SECTION 3: Misdemeanors
A. Dereliction of Duty, morality, and high standards of the Office of the Presidency.
B. Using the vested Presidential power of pardons for self-gain to reward and ingratiate supporters, allies, cohorts, and criminals without vetting or demonstration of public good.
C. As a leader of all Americans, denigrating opposition parties in violation of the Hatch Act, and among voluminous examples, including blaming Democrats on government websites for the government shutdown in 2025.
D. Tax Evasion: Publicly obtained income tax information reveals a history of tax evasion, cheating, and abuse.
E. Requiring fealty rather than competence in his cabinet, upper ranks of government, and civil service to the detriment of the public good of those government agencies, functions, and civil purposes.
F. Breach of Oath and public trust. Trump lacks the character and ethics to remain in the Office of the President.
G. Due to defending himself from civil, felony, and federal lawsuits, claims, and legal actions over more than the last nine years, Trump has spent an unprecedented amount of time distracted from his official duties.
H. Trump has publicly derided and undermined judges, members of the court, and public servants for doing their sworn duty to uphold the law regarding lawsuits concerning him, thus demonstrating his disdain for the law and unsuitability for the Office of the President.
I. Trump took an oath to uphold the U.S. Constitution, yet regularly ignores or shows disdain for the rule of law and the norms of US governance. All major respected scholarly rankings of US Presidents place Trump among the bottom 4 of all 47 Presidents in US history. A correction to Trump’s faults and violations of law is to answer the public charges contained in this document and other complaints and accusations presented before Congress under oath, with impeachment as the consequence of lying.
SECTION 4: Lack of Character
A. Having demonstrated an inability to control the behavior of lying, Donald J Trump lacks the character, verity, mental capacity, or discipline required of the Office of the President.
1. Over 30,000 documented lies have been recorded during the first presidential term, approximately 200 lies per day.
2. In the 2018 Mueller Investigation proceeding, a key reason provided by Donald Trump’s attorneys as to why he should not (and did not) testify before a Grand Jury under oath was that his “expansive speaking style” could not be relied on by his legal team to avoid perjury or false statements under oath. (note: written testimony submitted by Trump's lawyers included some untruths in the record)
3. Trump deploys lying daily for self-serving results to manipulate the public and its perceptions of his behavior and current events. His disregard for verified independent facts, the frequency, intensity, and breadth of the lies, and the lashing out at any disagreement intensify in an already unhealthy environment in the body politic.
4. The distortion and amplification of lies from the Executive Office sow chaos for the Public, serving as an intentional counter-voice against truth and skewing the boundaries between truth and untruth, creating a societal dysfunction known as anomie or normlessness.
B. Cohorts: Declaration of fealty is the first and principal requirement Donald Trump demands for the Vice President, every appointed member of his cabinet and top-level agencies. Therefore, all of those appointed members of the Executive Branch are complicit, enabling, accountable and impeachable for support of lies, failure to correct lies, failure to advise, and any other actions violating the law or Constitution on the President’s behalf.
